关于开展2018年度团队任务绩效考评的通知

各PI团队负责人:

为了落实中心年度工作任务的绩效管理目标,根据中心章程和PI团队负责机制,结合中心年度绩效考评的实际需要,安排中心2018年度PI团队任务绩效考评工作如下,请提前做好相关准备。

一、考评目标

1. 根据团队PI聘期目标及其年度任务子目标,对照阶段性任务的实际完成情况,考核评价团队任务的进展程度和实际成果。

2. 按照分类评价、客观评估的原则,对PI团队自成立以来PI聘期目标与任务、成效与实际成果进行综合评价,明确未来任务安排的重点和努力方向。

3. 通过阶段性任务绩效考评及其结果分析,梳理任务开展过程中在科技资源保障环节存在的薄弱环节,明确未来任务的保障要求。

二、考评方式

针对PI团队年度工作任务的绩效考评,在团队提交自评报告的基础上,采取专家考评与中心管理层考评两方面相结合的方式确定考评结果。

1.专家评审:由学校和中心组织专家组,以团队自评报告为基础,通过会议评审的方式进行考评。对于不能亲临现场的团队PI,可以通过视频方式参与会议考评。专家评审的结果,按照70%的权重计入团队年度任务绩效考评综合得分。

2.管理层考评:中心管理层根据团队任务开展的日常工作、团队建设、经费使用、平台搭建、参与中心公共事务等综合情况,对PI团队围绕聘期目标任务的开展情况进行考评。管理层考评的结果,按照30%的权重计入团队年度任务绩效考评综合得分。

三、考评程序

1.团队自评。安排在2018年12月11日~12月23日,各团队按照《高精尖创新中心2018年度团队任务绩效自评估报告》格式文件填报自评估报告。于12月24日之前将自评报告报送中心人力资源组。格式文件见附件1。

2.中心初评。2018年12月24日~2019年1月11日期间,中心管理层逐一听取PI团队的自评估情况汇报,形成管理层的考评意见。

3.会议评审。2019年1月25日召开中心PI团队年度任务绩效考评会。由学校和中心组织专家组,对所有PI团队的任务绩效情况进行评审,取得专家评审意见和结果。

4.考核结果确认。中心主任办公会将根据两个环节的考评结果,确认中心各PI团队2018年度任务绩效考评结果。

四、考评结果及其应用

1. 团队年度任务绩效考评结果,根据综合得分区分为优秀(综合得分85分以上)、合格(综合得分60分以上85以下)和欠缺(综合得分低于60分)三种。

2.对于考核结果为优秀、合格的团队,中心将在下一年度的团队科研平台建设费、绩效激励等方面继续给予支持。对于考核结果为“欠缺”的团队,中心将约谈团队负责人,研究决定团队任务的相关问题,拟定团队下一阶段的重点努力方向和保障措施。

3.对于团队考核结果为“欠缺”团队,取消其团队成员参加中心年度优秀员工的评选资格。

To Group PIs:

In order to implement BAICIRS’s goal for annual work performance evaluation, and according to the regulations of BAICIRS, the PI group management mechanism, and the actual needs for annual work performance evaluation, BAICIRS plans to carry out the 2018 PI Group Annual Work Performance Evaluation. Please prepare in advance according to the following plan:

I. Evaluation Purpose

1. The work progress and actual achievements of the PI groups will be evaluated by comparing each PI group’s actual achievements to the overall goal of the PI in the employment period as well as the group’s sub-goals in the evaluation year.

2. Under the principle of classified appraisal and objective evaluation, and by taking into consideration the overall goal of the PI in the employment period, the missions planned for achieving the goal, and the progress and actual achievements since establishment of the PI group, a comprehensive evaluation will be made, so as to ascertain the focus and direction for future work plan of the PI group.

3. By evaluating the phased achievements and by analyzing the evaluation results, it’s expected to find out the possible shortcomings in research resources support for mission implementation, so as to know the support demands for future mission implementation.

II. Evaluation Method

On the basis of the self-evaluation report submitted by the PI groups, the 2018 PI Group Annual Work Performance Evaluation will be carried out as two parts: Evaluation by experts and evaluation by BAICIRS management.

1. Evaluation by Experts. On the performance evaluation meeting, experts invited by BIT and BAICIRS will evaluate the PI groups’ annual work by referring to the self-evaluation report submitted by the group. The PI of each group shall personally attend the meeting, or participate in via video connection if a physical attendance is not feasible. The results of evaluation by experts will account for 70% of the overall score of the group’s annual work performance evaluation.

2. Evaluation by BAICIRS Management. The BAICIRS Management will evaluate the each PI group’s progress in achieving the overall goal by assessing the following aspects of the group: daily work, team building, use of funds, platform building, and participation in BAICIRS public affairs. The results of evaluation by BAICIRS Management will account for 30% of the overall score of the group’s annual work performance evaluation.

III. Evaluation Procedure

1. Group Self-evaluation. The PI Groups shall fill out the 2018 Annual PI Group Self-evaluation Report (See Annex 1) in Dec. 11-23, 2018, and submit the Report to the HR office of BAICIRS before Dec. 24, 2018.

2. Evaluation by BAICIRS Management. From Dec. 24, 2018 to Jan. 11, 2019, the BAICIRS Management will review listen to and review the self-evaluation of each PI group on a meeting proposed by the PI group, and make comments.

3. Evaluation Meeting. The 2018 PI Group Annual Work Performance Evaluation Meeting is planned on Jan. 25, 2019. Experts invited by BIT and BAICIRS will evaluate the PI Groups’ annual work and give comments and results of “Expert Review”.

4. Results Confirmation. Based on the results of the preliminary evaluation by BAICIRS Management and the results of “Expert Review”, the BAICIRS Board of Directors will review and make final confirmation of the overall results of 2018 PI Group Annual Work Performance Evaluation for each PI group.

IV. Evaluation Results and Its Application

1. The overall results of PI group evaluation fall into three ranks, namely “Excellent” (score above 85), “Regular” (score between 60 and 85) and “Deficient” (score below 60).

2. For PI groups evaluated as “Excellent” and “Regular”, continued funds support will be provided in the next year for research platform building and incentive performance rewards. For PI Groups evaluated as “Deficient”, the PI will be called to an interview with BAICIRS Management, discussing the existing problems and determining the key work directions and relevant support measures in the future.

3. For PI Groups evaluated as “Deficient”, members of the group will lose the chance for “Excellent Staff of the Year” selection.
